Tether straps should be routed over the head restraints per Toyota’s instructions. An alternate solution would be to remove the side head restraint (keep it in your house or in the trunk) which would allow the tether a more direct path.
In this model year range the center head restraint is removable – in contrast to the 2013 & newer models which have a fixed, non-removable center head restraint. Otherwise, the back seat is very similar amongst this model year range and the newest Avalons.

The back seat is the same as for the 2000-2002, except for the introduction of lower anchors (LATCH) in 2D & 2P. Tethers should be routed under the head restraints.
These Avalons have tether anchors for all 3 seating positions, but no lower anchors (LATCH). There is a bump at the bight in 2D & 2P. All head restraints are removable.
